Project Status

In July 2005, the CT Department of Environmental Protection (DEP) and the U.S. Army Corps of Engineers (the Corps) approved the permits needed to begin construction of the landfill remediation.   UConn contracted with O&G Industries of Torrington, CT, to act as Construction Manager for the closure.   R. Bates & Sons, Inc. is also working on the project as the site work Trade Contractor.   M.J. Daly & Sons, Inc. is the site mechanical Trade Contractor, EDI Landscaping is the landscaping Trade Contractor and Ducci Electrical Contractors, Inc., the electrical Trade Contractor.

Construction began in late July 2006 with clearing operations, fencing of the site and installation of erosion and sedimentation controls.   Hay bales and silt fences were constructed to protect wetlands and surface water from runoff of silt in the work areas.

Well Sampling

Over the last seven years, UConn has conducted quarterly sampling of domestic wells (and other wells) around the landfill and former chemical pits area.   With the beginning of construction to close the landfill, the program transitioned from the Interim Monitoring Program (IMP) to a Long-Term Monitoring Plan (LTMP).   The IMP was in place during the five-year investigation period to monitor active residential water supply wells. A transition period was implemented from August 2005 through December 2005.  

The wells in the LTMP were chosen by DEP in consultation with the other project parties.   The plan includes six active wells on Meadowood and Separatist Roads and two inactive wells on North Eagleville Road and Hunting Lodge Road (the wells are inactive because the homes are connected to UConn's water supply).   Representing UConn, Haley & Aldrich, Inc., will collect quarterly samples from the wells serving these residences.  

The LTMP samples are submitted to a private, state-certified laboratory for analysis.   The results are reported to the homeowners, the Town of Mansfield , Eastern Highlands Health District, the CT Department of Public Health and the CT Department of Environmental Protection.   The LTMP also includes quarterly monitoring of groundwater, soil gas and surface water near the landfill and former chemical pits.   These data will be evaluated to track the effectiveness of the remedial action plan over time.

Contractor Named

UConn has contracted with O&G Industries of Torrington, CT, to act as Construction Manager for the closure. GZA GeoEnvironmental, Inc., will subcontract with O&G to provide environmental and geotechnical engineering services on the project.
